Budget 2025 included a series of significant tax and expenditure measures, which pave the way for an election. These should support consumer sentiment and retail spending during the key Christmas trading period. However, it has been a disappointing year for many retailers. A broadly positive economic backdrop has not shaken lingering consumer unease and spiralling business costs remain an acute challenge. With inflation continuing to fall, the hope is that that a Budget targeted overwhelmingly at the household puts in place the basis for a positive Q4.
